A contribution pays for two things. The first is research time: every figure here was read out of an adopted document, and a jurisdiction takes hours rather than minutes because the charges are spread across a city schedule, a school district, two or three utilities and a regional authority.
The second is the source archive — an archived copy of every cited document, currently 7.2 GB, kept because agencies take documents down. One school district’s website stopped resolving mid-project and took its evidence with it; the archive exists so that cannot happen twice.
