When it is paid

“16.84.060 Payment of Development Fees. The Development Fees imposed pursuant to this chapter shall be paid by the property owner to the Agency, in an amount calculated pursuant to Sections 16.84.100, 16.84.110 and 16.84.120. The fees shall be calculated and paid upon issuance of Building Permits or Certificates of Occupancy or grading permits for Commercial Recreation, Recreation-Regional Park, and Recreation-Golf Course Developments, whichever occurs first. For residential projects, fees shall be calculated either at Building Permit issuance or prior to the issuance of a Certificate of Occupancy, as applicable, consistent with the requirements adopted by Board resolution. The fees shall be paid prior to issuance of Building Permits or Certificates of Occupancy, as applicable. The Board shall establish by resolution the following: 1. The types and categories of development projects for which Development Fees may be collected at Building Permit issuance and Certificate of Occupancy issuance, respectively; and 2. Any additional requirements, processes, or procedures applicable to residential projects for which Development Fees are collected at Certificate of Occupancy issuance to guarantee the timely payment of such fees or charges. For projects that participate in SCIP, Section 16.84.160 shall apply.”

Who is exempt

“Some current facilities at Mather Field will not be subject to the MFPFF. These existing facilities were occupied prior to the use of the interim MFPFF or did not require County approval for reuse. ... Additionally, some current development sited at Mather Field funded its fair share of roadway improvements through separate agreements and will not be subject to the MFPFF for that development. Certain open space and utility related properties that receive no measurable benefit from new Mather Field roadway improvements are not subject to the MFPFF.”

Credits and offsets

“Landowners who fund construction of facilities included in the MFPFF will receive credits against the appropriate fee or fees. Fee credits will be realized at building permit. The MFPFF may be reduced under certain circumstances. Any reduction in the fees will be based upon Sacramento County's independent analysis and review of the subject property.”
