When it is paid

“16.80.080 Payment of Development Fees. A. The Development Fees imposed pursuant to this chapter shall be paid by the property owner to the Agency in an amount calculated pursuant to Sections 16.80.100 and 16.80.110. The fees shall be calculated at the time of approval of improvement plans and shall be paid prior to issuance of any Building Permits or Certificate of Occupancy, as applicable. For projects that are subject to Building Permits, but not improvement plan approval, the fees shall be calculated at either Building Permit issuance or prior to issuance of a Certificate of Occupancy, as applicable, consistent with requirements adopted by Board resolution. The fees shall be paid prior to issuance of any Building Permits or Certificates of Occupancy, as applicable. The Board shall establish by resolution the following: 1. The types and categories of development projects for which Development Fees may be collected at Building Permit issuance and Certificate of Occupancy issuance, respectively; and 2. Any additional requirements, processes, or procedures applicable to residential projects for which Development Fees are collected at Certificate of Occupancy issuance to guarantee the timely payment of such fees or charges.”
