“The purpose of the Bridges, Streets, & Traffic (BST) development impact fee is to finance the roadway, bridge, intersection, and traffic signal improvements necessary to mitigate the impacts of new development on the City's circulation system. The fee ensures that growth contributes its fair, proportionate share toward maintaining adopted mobility standards, consistent with the Mitigation Fee Act (Government Code § 66000 et seq.) and AB-602.”
