The record

Why it exists

“Fees and exactions required of a development pay for public facilities associated with a residential development. The City of Shafter charges two types of fees: development impact fees and planning processing fees.”

What it pays for

“Water Capital Improvement Fund - This fund was established to account for the impact fees charged to developers for the improvements that will become necessary to keep pace with the demands placed on existing plant assets. This allows for an incremental charge for existing capacity to be established that will build additional plant capacity in staged phases.”

Where it applies

“The City of Shafter development fee structure is provided below in Table IV-4. The Richland School District exempts housing for seniors (ages 55 or older) from paying school impact fees. All of these fees have been developed in accordance with the Mitigation Fee Act. The fee structure incentivizes effective use of services and compact development in that residential development in the City Core area is generally subject to lower development impact fees than residential development in Southeast Shafter due to the existing developed infrastructure and lower cost of providing services in the City Core area.”

When it is paid

at building permit

“Planning-related fees are collected at time of project application submittal; development impact fees are collected at the time of building permit issuance and are primarily assessed based upon a per unit/lot basis.”
