“The PRM Group also recommends the City adopt a General Plan Maintenance Fee. The City is required to regularly update its General Plan. The City estimates that the cost of the update currently in process will be approximately $3,000,000. The City Council approved a cash advance from the Development Services Fund and directed staff to develop a repayment source. Government Code Section 65040.5(b) permits the imposition of a fee on building permits to recover General Plan updates. The fee recommended by the PRM Group amortizes the cost over a 10-year useful life using a 7-year annual building valuation average.”
