When it is paid

“The DIF shall be paid at the time a certificate of occupancy is issued for the Development Project or upon final inspection, whichever occurs first. However this section shall not be construed to prevent payment of the Fees prior to issuance of an occupancy permit or final inspection. The Fees may be paid at the time application is made for a building permit.”

“Section 17. EXEMPTIONS. The following types of construction shall be exempt from the provisions of this ordinance: a. Reconstruction of a residential unit or commercial or industrial building damaged or destroyed by fire or other natural causes; b. Rehabilitation or remodeling of an existing residential, commercial, or industrial building; or building additions to any existing residential unit.”

Credits and offsets

“If an owner or developer of real property dedicates land or constructs facilities identified in the DIF Capital Improvement Plan, the County may grant the owner or developer a Credit in one or more of the Fee Components described in this ordinance against the Development Impact Fees required. No Credit shall be granted for the cost of improvements not defined herein as "Facilities.\”
