“The PFIF applies to the unincorporated areas of Placer County, and it was subsequently adopted in the cities of Roseville, Rocklin, Lincoln, Auburn, Colfax, and the Town of Loomis. On January 23, 2007, Placer County adopted an additional fee for animal services in the unincorporated area, which was later adopted by the City of Colfax.”

“The County Fee was implemented at 50% beginning on February 1, 1997, and at 100% effective January 1, 1998. Adoption of the Fee became effective with Fee collection at 100% for residential development by the cities of Rocklin and Roseville in July 2000, the City of Lincoln on April 25, 2001, the Town of Loomis on March 10, 2001, and the City of Auburn on January 28, 2002. Fee collection for non-residential development in each of these cities began at 50% effective January 1, 2002, increasing to 100% effective January 1, 2004.”
