“All tax exempt properties/uses shall be exempt from the payment of SCRIP Fees. The final determination of whether a property is exempt will be based upon verification of a property tax exemption for those specified categories on the latest Assessor's roll as defined for Orange County by the State of California. The construction of government-owned facilities or utilities shall be exempt from payment of SCRIP Fees to the extent that the facilities will not be used for generating revenue or commercial purposes.”
