The record
“A fundamental concept in the District's Long-Term Capital Funding Plan (LTFP) is that the costs of new capital facilities are shared equally between the connection fees paid by the developer and property taxes paid by property owners (a 50/50 split). IRWD uses a comprehensive financial model to incorporate capital costs, debt funding, future development, growth rates, inflation, and other variables to determine connection fees.”
“Improvement Districts. The Improvement Districts have been formed for the purpose of funding the construction and acquisition of facilities and capacities to provide water, sewer, and recycled water service. The Board may consolidate or form additional Improvement Districts or annex additional areas to any Improvement District.”
“The Rules and Regulations pertain to water, sewer, recycled water, and natural treatment system service to land or improvements, or both, within the boundaries of the District, and to service outside of its boundaries pursuant to contract.”

“4.3.2 Payment Prior to Permit Issuance. The applicant shall pay the District's specified fees and charges prior to the issuance of a permit. These charges are set forth in Exhibit B, Schedule of Rates and Charges, and may be changed by the District from time to time. If assessment bond proceeds finance facilities normally funded by connection fees or by a developer subject to reimbursement, then those assessments must be paid concurrently with the payment of the associated connection fees.”
Irvine Ranch Water District, the agency that levies it
“IRVINE RANCH WATER DISTRICT SCHEDULE OF RATES AND CHARGES … 3.3 Sewer Connection … 3.3.1 Residential — Connection Fees per Dwelling Unit (DU) according to Density (DU/acre)”
“Land which has been designated to remain undeveloped by a governmental agency exercising land use authority and which will not receive water, sewer or recycled water service (open space) will be excluded from acreage in the computation of density for residential connection fees and from gross acreage of any parcel in the computation of commercial-industrial connection fees.”
“3.3.7 Redevelopment Sewer Connection Fees. Redevelopment connection fees will be calculated using the following methodology, effective January 1, 2014: 1) Calculate new development connection fees based on new development land use type (and estimated sewer demand for high volume users, if applicable) utilizing current rates and charges; 2) Calculate existing development connection fee credit based on existing land use type (and existing sewer demand for high volume users, if applicable) utilizing current rates and charges; and 3) The redevelopment connection fee is the difference between the new development connection fee and the connection fee credit. 4) No refunds will be given if the credit is greater than the connection fee.”
“IRWD proposes to set connection fees for two fiscal years, consistent with its two-year budget cycle and the prior connection fee and tax rate setting schedule. The changes to connection fees proposed for Fiscal Year (FY) 2023-24 are based on updates to IRWD's capital budget, updated developer projections, and adjustments to the Engineering News Record (ENR) construction cost index. Changes to the connection fees proposed for FY 2024-25 are based on estimated construction cost increases of 3.5% for all improvement districts (ID).”
