These fees are designed to cover the cost of building expanded facilities for new development, including debt service for assets built to serve new development.”

“The District established two types of capital funds for capacity reserve fees: Expansion – Funds new or expanded facilities needed to support growth from planned development. Also, funds principal and interest costs associated with the 'expansion' portion of facilities built to support growth. Replacement – Funds replacement and renewal of existing facilities. A portion of the funding is from capacity reserve fees and represents a 'buy-in' benefit developers receive from connecting to existing infrastructure that is maintained primarily by ratepayers.”

“Regional Wastewater Fee Installment Program — DSRSD assists the cities in its service area to attract new restaurants, businesses, and affordable housing. Normally, these new customers must pay a regional wastewater capacity reserve fee in advance. DSRSD offers an installment program that spreads the payment of this fee over a period of up to 10 years. To qualify for the program, you must be a new affordable residential, commercial, industrial, or institutional customer of DSRSD. Also, the regional portion of your wastewater capacity charges must be between 2-10 Dwelling Unit Equivalents (DUEs). Businesses that participate in the deferred payment program will be required to: • Install an individual water meter on the portion of the property that is covered under this program, so that interior water consumption may be measured. • Provide a 20% down payment of the regional fee, pay an up-front administrative fee (see the Miscellaneous Fees Page, Engineering Fees), and pay 100% of the local fees. • Agree to pay the remaining balance in equal monthly installments plus 5% per annum interest for a term not exceeding 10 years. • Enter into a standard agreement with the District that will be recorded against the property record of the parcel where the business is to be located. The standard agreement must be signed by the fee title property owner.”

“It is our opinion that the regional wastewater capacity reserve fees developed in this report are reasonable for the forthcoming year. In order to maintain the fees in current dollars going forward, we recommend that the District annually update the fees by the percentage change in the Engineering News Record Construction Cost Index (ENR CCI), San Francisco Bay Area, beginning July 1, 2020. In addition, we recommend that the District conduct a new connection fee study every five years or whenever a new facilities master plan is prepared.”
