“The Building Official shall, upon request, waive building department fees for the following projects without needing to seek the further permission of the Board of Supervisors: a. County-initiated projects on county-owned property. b. Projects to be constructed on county-owned property by nonprofit organizations who lease the property at a below-market rate pursuant to a public benefit finding made by the Calaveras County Board of Supervisors. c. Projects to be constructed by veteran's memorial districts and fire districts as defined by state law.”
“All fees collected are non-refundable except for fees collected where the service is not performed. Notwithstanding the above, when an application or issued permit for a building permit that requires plan review is withdrawn by the applicant, refunds of fees shall be made on a prorated formula based upon the amount of work expended by the building department as of the date of withdrawal of the application or issued permit. The building official shall establish a formula for prorating refunds.”
